Terorism-in-Tibet-2015Dharamshala: - The recent notice of "20 illegal activities related to the independence of Tibet" issued by Chinese authorities in Rebkong County, North-eastern Tibet clearly shows all Tibetans inside Tibet were once again systematically deprived of all their basic rights and freedoms such as the right to life, equality before the law and freedom of expression; economic, social and cultural rights and gatherings or protest under the banner of the "separatist" or "illegal" activities.

Many argue that the law was intentionally designed as a way to erase Tibet from the world map and forming a Tibet full of Chinese towns. The regime has also recently narrowed the controversial definition of "terrorism" in the revised draft of its so called "counter-terrorism law" by removing a reference to "thought" as a crime. But it still proposes that certain "speeches" qualify as terrorism offenses.

According to the new draft, terrorism is defined as "any speech or activity that, by means of violence, sabotage or threat, generates social panic, undermines public security, and menaces government and international organisations".

China last month openly stated that they will offer rewards up to 300,000 yuan ($48,000) for tips on "violent terror attacks", in an effort to "promote stability" in the region beset by ethnic tensions, according to the state media Xinhua said, citing a document from Tibet's public security officials.

There was no generally accepted international definition of extremism or terrorism. Although unlike China, most countries define terrorism as an activity involving a violent act or an act dangerous to human life, property, or infrastructure. Unfortunately, China has utilized "Terrorism" as a political tool to pursue ulterior motives.

This is particularly noticeable in Tibet, where the regime often utilizes crushing repressive force. But, no one call Tibetan people a terrorist or Tibetan government a terrorist group. Instead, the world formally recognise people of Tibet a peace loving and non-violent people and their struggle for freedom and justice as a symbol of nonviolent and peaceful movement. As a result, there has been significant disagreement between China and international community.

"Terrorism" has been a very real and long threat in the minds of Tibetan people in their homeland. It has penetrated all aspects of Tibetan daily life, they are in our temples, monasteries, nunneries, religious and cultural centers and computers, even in our websites, emails and social media accounts. The Chinese are everywhere in our homeland–a small Tibetan village to the major cities. Who is the real terrorist in Tibet?

Over 1.2 million Tibetans were killed in more than six decades of occupation, none of the crimes committed by the top former Chinese officials who served in Tibet fall within the "counter-terrorism or the anti-corruption campaign" definition of the Chinese code, except the Tibetan officials punished recently. These former leaders were not only mass murders, but also real terrorists for the Tibetan people.

The recent government's measure authorizing force against peaceful Tibetan people is merely a conspiracy as a political tool under names of so called "old serfdom" and "separatist" or "illegal" activities. Under that guise, the regime continued threatening Tibetans in Tibet with harsh and repressive policies unless they surrendered all their hopes for basic freedom and Human Rights.

When the majority of Tibetan people stick up for evidence supporting His Holiness the Dalai Lama's clear position, so far friendly, that he was not seeking independence or separation but what he called genuine autonomy for the Tibetan people within the framework of the Constitution and its principles on autonomy. China gave no details and remained as a paralysis, claiming he is still seeking the "independence" of Tibet but in a "disguised form".

Instead, Chinese rule in Tibet is driven by genocide, "political repression, cultural assimilation, social discrimination, economic marginalisation and environmental destruction," violating their own code. Who is the mastermind of the most deadliest extremists across Tibet. As per the failed policy, the regime appoints those authoritarians who are very effective in suppressing, repressing and terrorising Tibetans and very skillful in telling lies. Chinese government is also terrorising our innocent people, include monks, women, and even kidnapping child only for political aims from the time of Mao till today.

Population transfer is one of the greatest threats to Tibetan people, culture and language. Today, 6 million Tibetans are outnumbered by 7.5 million Chinese in Tibet. China recently said more than 25 million Chinese live in Tibet, include 7.5 million in the so called Tibet Autonomous Region. Who is terrorising in Tibet?

The authorities attempted to intimidate and coerce the monastic populations of Tibet, they attempted to influence almost every aspect of Tibetan cultural life through coercion and intimidation, and they attempted to affect the conduct of the vicious policy of flooding Tibet with Chinese migrants under banners of "Socialism with Chinese characteristics," or "Ethnic Unity," while on the other hand with "Beautiful Words" and "Empty Promises" loudly claiming there are 56 ethnic groups in China with different linguistic, cultural, and ethnic backgrounds.

As many analysts have observed, if CCP power ever abided by the Code's definition of terrorism, it would at once reveal that China is a leading terrorist state, as are its clients. China, however, is not satisfied with being supporting terrorism. They are actively engaged in eliciting support for their terrorist activity in an effort to deceive themselves into believing that they are above their own laws, –using the power of political "Tactics" to eliminate "Non-violent and Peaceful Struggle for Freedom."

However, China has missed the boat in successfully helping the Tibetan people in their transition to a classless communism. In fact, there is fast becoming a sharp divide between the Tibetan underclass and the Chinese upper class in many parts of Tibet. Tibetans in Tibet are systematically denied to have their own leaders, unlike in China, Hong Kong and Macau. Tibetans are forced to accept a heavenly socialist appointed by Beijing. Simply because they are not Chinese.

In China, particularly Tibet and Eastern Turkestan, justice and truth have become betrayed by a party power elite. The repressive policies are designed to destroy elitism, not reinforce it. True government is based on great compassion and the vision of equanimity. Just like religion, cultural, language, moral, political, economic and social revolution which prevailed in most parts of the world.

However, these things can all combine in various ways, but must require good leadership and win the hearts and minds of the people. Once the people are taught how to think for themselves, then mind control efforts must be eliminated unless they can be seen as counter-revolutionary. The largest problem that China has created in Tibet for Tibetans, including artists, singers and writers is ugly and the complete opposite of the authorities demanded unthinking loyalty to their ideology, forever denied how to think for themselves and worse never empowering them that they could contribute positively.

Tibetans, particularly younger generations both outside and inside Tibet are questioning the validity and applicability of all aspects of their culture in the present situations. We are hugely affected by the loss of our independence, Tibetans have, nevertheless, not been subsumed within the broad masses of Chinese. Nor, in their diaspora, have they assumed the usual helplessness of the refugee. Instead they have affected the world with the energy and conviction of their philosophical, nonviolent and peaceful beliefs almost equal to the impact of the world upon them.

Today, China is recognised as a brutal and inhumane regime in the world, because of it's long policy failure to win the hearts and minds of the Tibetan people. Instead, China has lost its international reputation and any remaining right to moral leadership by defending their failed policies with an iron fist during its occupation of Tibet. The beginning of the 21st century continues to be a time of genocide and violence for the people of Tibet. Never again means never again–We must together ask the world who is terrorising in Tibet?
